problemas para configurar el proxy en Kubuntu16.04

tengo problemas configurando el proxy en Kubuntu 16.04 64bits cuando configuro por la applicacion que trae el sistema me deja navegar pero no me sale las peticiones de la termnial para hacer update y upgrade.
